The purpose of this study is to identify the types of conflicts that occur due to the hijab policy and analyze the response of government authorities in handling these conflicts. This research is a qualitative method. The data collection method used in this research is documentation analysis method with note-taking technique. This research uses Ralf Dahrendorf's conflict theory as an analytical guideline to explain the dynamics of conflict and power between groups that have an interest in maintaining the hijab policy and groups that want change. The conclusion of this study shows that the conflict that occurs due to the hijab policy is an opposition carried out by the counter group of the hijab policy with the aim of demanding changes from the hijab policy. In addition, the results of this study prove that the government authority that suppresses the counter group aims to maintain the Status Quo.
