Abstract

The phenomenon of adulterated rice practices currently occurring in Indonesia has the potential to pose a threat to national security and resilience, given the importance of rice as a strategic food commodity. This study aims to analyze two main aspects: first, identifying the legal provisions violated in the practice of adulterated rice; and second, identifying the role of supervision by the relevant Ministries/Institutions (K/L) as a preventive measure to prevent the recurrence of similar practices in the future. This study uses a normative juridical method with a statutory regulatory approach. The results of the study indicate that: (1) The practice of adulterated rice violates various legal provisions, including the Criminal Code (KUHP), the Civil Code (KUHPerdata), Law Number 8 of 1999 concerning Consumer Protection, Law Number 18 of 2012 concerning Food, Law Number 7 of 2014 concerning Trade, and technical regulations such as the Indonesian National Standard (SNI); and (2) Strengthening coordination and synergy between K/L in the rice supervision system is needed to ensure the quality, safety, and fairness of rice distribution nationally.
