Abstract

The development of technology, information, and communication is not only moving in a positive direction. There are negative impacts brought about by these developments, such as cyberbullying, that could disrupt physical and mental health. Therefore, the South Korean Government seeks to address the threat of cyberbullying with preventive and intervention actions. The Government of South Korea's efforts in addressing the threat of cyberbullying to people's mental health, especially the Korean Star as a vulnerable group, correlate with South Korea's commitment to implement the concept of Human Security, especially personal security, massively in South Korea. This proves that the South Korean government needs to catch up in implementing traditional security concepts but is also not involved in non-traditional security. Using qualitative methods with secondary data management, the research aims to examine the effectiveness of policies the South Korean government has taken in addressing cyberbullying threats to Korean stars' security from 2019 to 2020. The results of this study show that the South Korean government's policy has yet to be effective in addressing the cyberbullying threat to The Korean Star's security. This is due to the lack of balance between preventive measures and interventions carried out by the Government of South Korea, so the suicide rate caused by the stress of being a victim of cyberbullying is still one of the reasons Korean stars end their lives.
