Abstract

Volunteer Extra-Role Behavior in Strengthening Village Resilience Against Disaster Risks

Community-based disaster risk reduction has become a strategic approach to addressing the growing complexity of disaster risks. The effectiveness of this approach is determined not only by formal institutional arrangements but also by the collective behavior of local actors. However, studies on Organizational Citizenship Behavior (OCB) within volunteer-based organizations, particularly village-level disaster management organizations, remain relatively limited. This is noteworthy because disaster volunteer organizations differ fundamentally from formal organizations, as they rely on voluntary participation, social solidarity, and humanitarian commitment. This study examines how OCB is reflected in the activities of managers and volunteers of the village-based Disaster Risk Reduction Organization (Organisasi Pengurangan Risiko Bencana/OPRB) in Kalibening Village, Magelang Regency. A descriptive qualitative approach was employed, with data collected through in-depth interviews, field observations, and document analysis. Data were analyzed using an interactive analysis model. The findings reveal that all dimensions of OCB (altruism, courtesy, civic virtue, conscientiousness, and sportsmanship) are embedded in the organization’s everyday practices. OCB functions as an informal governance mechanism that sustains organizational performance despite limited resources and the absence of adequate incentives. These findings highlight the importance of behavioral and value-based dimensions in strengthening community resilience while extending the application of the OCB concept to the context of disaster risk reduction.
